How to read the figures

Council-stage approval rates count files that reach a recorded council decision. They are an upper bound on approval because applications withdrawn, refused, or filtered before a published council record may be absent.

A figure may use a city-wide fallback when a borough segment contains too few files. Every displayed figure states its evidence window, its contribution count, and any fallback or withheld segment.

Confidence and coverage

Confidence labels describe the completeness of the evidence supporting a record. Coverage labels describe whether a municipal source exists for a borough and pathway. An absence state names why a number is not shown.
